According to TRA Kenya regulations, any person or business offering tourism-related services—such as tour guiding, accommodation, or guest house services—must be licensed. Sections 7(1)(c), 98(1), and 19(1) of the Tourism Act require:

- Annual license renewal, with penalties for late renewal (10% of the TRA license fee per month)
